What the New Fire Safety Rules Mean for Independent Furniture Retailers

A major update to the UK’s Furniture and Furnishings (Fire) (Safety) Regulations came into effect on 30 October 2025, introducing changes that every retailer should be aware of. From product exclusions and labelling updates to a longer enforcement window, these revisions are designed to simplify compliance and strengthen consumer confidence.

Key Updates for 2025

1. Exclusions for Baby & Children’s Products
Products designed specifically for babies and young children such as play mats, pushchairs, cots, cot bumpers, and pram inserts are now excluded from the Fire Safety Regulations. They are instead covered by the General Product Safety Regulations (GPSR), which focus on overall safety rather than flammability.

Furniture items for adults, such as sofas, armchairs, and mattresses (above certain sizes), remain under the original fire safety regime. Retailers may start to notice changes in product labelling and compliance information for children’s items, as they no longer need to meet the same flame-retardant requirements.

2. Display Labels Removed
The familiar swing label attached to new furniture is no longer required. The permanent label, already a key marker of compliance, remains compulsory and must be securely attached to both new and second-hand items.

Retailers can continue to sell furniture with legacy swing labels if they were accurate at the time of manufacture. For second-hand goods, always check that the permanent label is intact and legible.

3. Extended Enforcement Period
Trading Standards and enforcement authorities now have 12 months (previously six) to bring proceedings in cases of non-compliance. This longer window raises the importance of accurate record keeping and consistent compliance checks across your stock.

How to Manage Your Current Stockflag

If you hold existing stock that is now outside the scope of fire safety regulations, such as cot bumpers or pram inserts, you can continue selling it with its current labels, provided those were compliant when produced. There is no need to relabel.

To stay organised:

  • Review current inventory and flag items now excluded from regulation.

  • Update staff on what has changed and why.

  • Confirm with suppliers that all new shipments meet 2025 requirements.

  • For second-hand furniture, double-check each item’s permanent label for compliance.

With swing labels phased out, the permanent label is now the single source of compliance information for both new and second-hand goods. Retailers selling pre-loved or clearance items should ensure every product carries the correct label.
